Executive Summary

The quantification of instrument air (Phase 2) and other atmospheric points sources containing methane (Phase 1) alone does not reduce emissions. Better quantification provides opportunity to determine baseline, enable carbon credit generation for mitigated emissions, and more detailed metrics needed to make informed decision for the business case solution that improves environmental outcomes.
